jpg or other image file? microsoft chart? how was the "floorplan" created?

changing the page layout will only rotate the 'canvas' of the document. any text, pictures or pasted object keep their original orientation and will need to be rotated within the document.

If it's like Andy says and it's just a picture when you click on it you should get a few clear circles and squares around the edge and a green dot above connected by a short line (least it's how it works in 2007 not got 2010 installed) you can click and drag the green dot to rotate the image.

The whole plan was created in word and all my additions also in word. To much mucking about to try and turn them all so just did a screen shot and stuck that in.

If you select a whole bunch of stuff and right click->group it becomes one thing, which will make turning it round much easier.
