Not sure that would stop Bonjour, it's used by more Apple products than just iTunes.
The reason I (somewhat tongue in cheek) implicated Bonjour is that it hides as a service which you wouldn't necessarily find unless you're looking for it; mine is '##Id_String1.6xxxx_xxxx_xxxx_etc' in the 'services.msc' snap-in. It's set to automatic, meaning it'll be running before you log into your Windows profile. You could try disabling it before the next 8pm.

Anyways, not fully resolved, just workedaround; we could use hijackthis to find all programs & services running/installed/partially removed/whatever, for a full resolution.

Flip the switch at the top right of this connector and see if it still turns on.
Either that, or get a grown up round to
a- correctly identify the network lead you didn't remove before,
b- check the BIOS settings you missed
c- show you how to actually shut down your PC
d- google an exorcist

Bear in mind, there is also wireless WOL, so unplugging the network cable won't necessarily rule it out. Uninstalling the network cards before shutdown might, they should be automatically reinstalled on startup anyway but, presumably, would be rendered dormant until the next manual startup.
I unplugged the network cable, set the time to 19:58 and turned it off and unplugged it. 5 minutes later I put the power lead back in and it didn't start itself up. Did teh same thing with the network cable pugged back in and once again it didn't start itself up.

Not sure what the screenshot was supposed to show but the time shows 23:03.
(Assuming no WiFi) Disconnect the network cable, set the time to 19:50 (or enough time before 20:00 to carry out the following) we'll call this "PC time".
Check in the BIOS that the time is set to what you expect it to be.
Switch it off.
Leave the PC plugged into the mains.
Wait until 20:01 PC time and see if PC starts.
If PC does start then it's nothing to do with Wake-on-LAN.
If it doesn't start, confirm that it's the network causing it to start by repeating the exercise but this time switch it off then reconnect the network cable.
EDIT: Just realised. If the startup signal is coming from the network the time set on the PC shouldn't make any difference so you'll have to carry out the second part (ie from "If it doesn't start...") at 20:00 real time.
