I'm always happy to see unusual designs - it helps push all bike design forward... but given that the Dutch seem quite happy cycling around in the cold and the wind, I'm not sold on the warmth angle! Passenger - I don't think you can carry one without a licence. I think that applies to the micro-cars too. Isn't the Renault Twizzy a single seat?
