    FWIW the street animals I saw in two weeks in Istanbul recently mostly looked healthy and well fed. Lots of cat food, and water left about the place and quite a lot of the dogs had tagged ears. Most of the cats were disdainful rather than scared, some were friendly enough to be petted and sit on strange laps. I also saw a small boy be roundly castigated by it's mother for chasing a street cat. The pigeons I bothered looking at has all their toes too, a better average than the London ones.

    In answer to the OP, probably yes. Animal cruelty is he lowest of the low due to affecting the largely efence-less. Surely cruelty to children and babies is worse than beating up adults? Why? because they are defenceless.The real cure is prevention by education and deterrence. If so then anima lcruelty is in that category. I don't care for arguments about them "only being animals". Jeremy Bentham, philosopher stated in about 1875 or so, but years ago, words along the lines of: It is not a question of Can they reason or Can they talk. The important question is Can They Suffer? The man was right, Even if you think of animals as only important through what they do for us, it is also a question of their intrinsic nature and being. They hae a right bot to be abused or tormented.We need a philosopher on the case here. BM- where are you?

    Oh, maybe not, seems people ignore the law when they feel strongly enough about it.
    Making the punishment more harsh is acceptable. This is the type of behavior that leads to worse behavior in young children. These fuckers are broken and don't need to be loose in society.
