Not right now. I've seen this while driving a couple of times in the last 6 months or so. Both times a big lorry FWIW.

Each time I've called it in on 101 (on the hands free while continuing to drive, I think that's still legal).

Each time it's taken about 15 minutes to get through to someone to speak to. The more recent time their response when the location was given was: 'ahh, I don't think that's our area, it's in the neighbouring county' which didn't inspire great confidence.

What's the right thing to do in this situation? Should you dial 999? It does seem like a high risk of high harm situation.

I saw one once when I was on the bike on the M25. I stopped at the next emergency phone and reported it.

I once rang up the motorway people up when I saw a load of pens, pencils, rulers and sharpeners driving down the road.

They said it sounds like a stationary vehicle.

If in doubt, 999. 101 is toss and takes forever to get through.

999 if it's in the carriageway.

An obstruction in the road is a G1 immediate (blue light) response.

    Cheers gents.

Amazingly I passed another stationary vehicle in the live carriageway of a major dual carriageway. It had its hazards on and looked empty of people (I think...).

I called it in on 999. They took it seriously and said thank you. And that an emergency vehicle would be sent as a priority.

FWIW, if you do breakdown and haven't been able to get off the main carriageway:
    - get out of the vehicle
    - if there's a barrier, get behind it
    - stand away from traffic, where you can see the rear of your vehicle*

    * This is counter-intuitive, but the point is that if someone else hits your vehicle it would insult to injury (or vice versa) if you were run over by your own broken-down car - or possibly both of them.
