A lot of older bikes can allegedly get ULEZ exemption by taking the emissions test after a dose of Millers Ecomax

Three to add to the short list:

Z1300. 0.4 hp per kilo. Some decent ones around for 7 grand, or 13 grand for this nearly new one https://www.fastline.co.uk/used-kawa...ashire-2008169

    MT-01 https://ebay.us/C0wmmb

    Monster S4RS https://ebay.us/nhWoe5

Until you try to push a Z1300, they really are a very big, heavy bike, they're also over complicated and difficult to get some parts for, if you want an old Kawasaki, get a GPZ1100, if you want the best big bike from that era, get a GSX1100
