I'm well aware that Youtube recently stopped supporting Flash entirely - just pointing out there are cheaper options than buying a new TV

What you describe sounds like a quarter light or quarter glass.

This window may be set on hinges and is then also known as a vent window.
I dunno why I said wing. I meant vent. IIRC that was the search term I used on google that ultimately led me back to eBay. The glass is fine. It's the latch I need.
I assume that since the part more than likely has to come out with the entire window frame after taking the inside panel off, reaching in with your third arm, the one with an extra elbow, and then removing a nut with a locking tab is why there is such and abundance of them available.

Looking at it again, there is a small rivet through the handle/latch bit and a small phillips head screw holding a little panel over the gubbins that are probably damaged/broken/stretched/bent/otherwise fubar. If I can remove the rivet, or take out the screw (which will mean I have to remove the glass) I may be able to gain access and bodge a fix discover that I've gone too far with it and find I now I've got no latch instead of a sloppy one.
